Anyone know, what else could cause the U38 failure?
I would open up the schematic and tone out all 40 pins on U38 to their destinations. High odds that a trace or pad was lifted.

Any guidance toward help on learning this welcomed! I'm about at the point of frustration that I'm looking at repair-people, but I'd love to do this myself...
Yes a logic probe is a great way to test PIAs, but you can check that there is continuity between the expected ICs using a multimeter and put it in tone mode. The mode that simply beeps when the circuit is completed.
Do you have the schematic? It shows the path of all pins on U38.
