Yes, I have put a few 13971 boards in system 11 machines. The biggest difference is the 13971 board uses a 1mb roms, where the original 11581 boards max out at 512kb. You just have to stack the rom images to fill the 1mb chips before you burn them. If you search pinside for 13971, there have been a few threads on using them in system 11 machines.

Well sort of. You take the rom image file for the 512kb rom and you create a new file by copying it into itself so the final file size equals a 1mb rom file. You can find directions here:
