And another data point...from the Bad Cats manual.
They are called bypass capacitors.
What do they do? They tamp down the high frequency noise created by the connected integrated circuit as that ICs gates open/close. In general, every TTL IC will have a bypass capacitor connected.

U5 is the ram chip. 6116 has 24 pins and smaller capacity chip. 6264 has 28 pins and more capacity. If the board has 28 chip through holes to accommodate the 6264, install the 6264. It will work fine. Might need a jumper changed or installed. I’d have to check the PInWiki to know with certainty.
