I made I repair video how to fix The factory restore problem not saving settings and high scores. if you replaced the batteries with new batteries and cleaned the battery holder contacts then I'd check the 100uf capacitor near the battery holder. caps last about 10 to 15 years but these Williams pinball machine games are about 30 years old so likely all the original caps in the boards are bad.
