Does the reset relay remain energized? If so, the reset sequence has not completed.

Look at the schematic to see what will make the reset relay drop:

- the four reels must be at zero (and the zero switch must correctly open for each reel)
- the advance unit must be at the zero position
- a make/break switch must open when the score motor turns

Only once all three of these are true will all pathways to energize the reset relay be open (via the self-hold switch on the reset relay)

There is no point in jumpering over those switches unless those relays are actually in the correct state. Does the reset sequence complete? You can identify a relay based on the coil type and switches in the schematic by wire colour. Look in the instruction manual on ipdb it shows details of all the relays.

Is the reset relay de-energied at the point where it appears to have reset?

If so, check the make/break switch on that relay.

Yes, the cabinets are originally sprayed.

Depends on what kind of paint someone used to paint over it. Try an emulsion paint remover; if it works you can at least recover the original graphics to make stencils.
