Depends. What motor are looking at? Pitch and score spring yes. Running man spring no.

The index motor OK. Yes it should have a spring. It is a very light spring and hard to see in the mechanism. If the motor # is correct it should be there and just needs cleaning (looks clean though).

Here is a link to a pair of target motors that are similar and has the same problem. I was able to fix both games one by cleaning the area around the spring and the second game had a replacement motor fitted without a spring and was not a suitable replacement originally but an added spring fixed that.
