Williams Hot Tip new rottendog board problem

I just finished replacing the board and the game starts up fine, but I’m not getting functionality to the top hole, top catapults, the target to the left of “tip” and the tip drop down targets don’t score. The hot and tip banks reset properly after downing them all. I also cannot access the games built in diagnostics.

Any ideas as to what would cause this?

I also have a white wire under the diagnostic switch that isn’t attached to anything (see photos).
