Williams Flash PB Coils 1-4 Staying energized. Please help

Hello folks. I have a Williams Flash machine that was purchased with a problem I'm trying to resolve. Coils 1 through 4 are staying energized the moment you turn on the power switch. When I got this machine the corresponding driver and pre driver transistors were all burned up so I replaced them. I also replaced IC 1 the 7408 chip and used a socket. All of the coils are new and all of the diodes are new. Trying to determine if there is a chip on the driver board that needs replacing or something else that I'm overlooking. I hate to order a $225.00 Driver board if there is anything else that I can try first. The 40 pin connector on the board is in great shape and might have been replaced. Any help would be greatly appreciated..

Are the switches associated with those coils closed or open?
