Williams Flash: How many backglass lights should flash?

This is a new pin for me. I was looking at the placement of bulb holders with the back glass off and realized it would make sense if more of the bulbs were flashing based on the glass art: behind each lightning bolt, and each of four behind the yellow bolt, maybe the reddish blob above LED player 4. Many had been replaced with #44s. I started to replace certain #44s with #455s and found they all would flash. Does anyone know which holders were intended to have flashing bulbs and which were not?

As a side bar, the one working #455 that came with the pin flashes more like a strobe. Quick flash. The Eiko ones I just bought are more like blinking Christmas lights. Are there differences?
