It is always a good idea to measure the voltage on the CPU board - across the electrolytic capacitor at top left is a good place or use the test points. If you have less than 5v all the suggestions above should be considered. When I had this problem the part I had to replace was the LM323. LM323 are not easily found so I used the PSU5 from EZsbc.com.
