The solenoid is firing and seems just as powerful as the left side. I took the solenoid off and it looks fine and clean.

I suspect the mechanics are sticky or mis-aligned. I can see the ramp try and go down, but it just won't move quite far enough. Even a light bump when it's supposed to be down can be enough to make it go down the rest of the way.

Any advice on adjusting this or cleaning this?

I took off the solenoid and after fiddling around was able to find which hinge was causing lots of extra friction. It works much better now.
