Williams Blackout: No voice audio

I’ll cut right to the chase. I’ve already read some threads on this, and can’t seem to find what’s wrong if my machine fails the sound test. I know that there are the two switches for changing the audio settings on the sound board, as well as the rheostat for adjusting the balance between voice and game sound.

While playing the game I can get the alternate sound to work, as well as the standard game sound depending on my switch combination, but never any voice/speech.

When I press the test button after powering the machine on I’m not even getting speech then. From what I’m reading, most people who aren’t getting speech at least have it when they press the test button. Does this mean I have a bigger issue?

Looking for some direction on where I should go next for diagnosis.

Your speech board is pushing sound through it but has an issue. Did it ever work in your possession? Can you confirm the "W1 jumper" directly below the left 9 pin connector on the sound board is removed ?

If it's there, the speech won't work. Do you own a meter? Can you re-socket chips?

No, it was not working when I purchased the game.

The W1 jumper has been removed.

I do have a meter.

I have not re-socketed chips before.

I did notice that I only have 3 ROMs. Is this correct for the game or am I missing one? If I am missing one, can you buy pre-burned ROMs or EPROMS for the game?

Speech Roms shown are for FIREPOWER Game# 497-1 497-2 497-3
The speech Roms needed are 495-1 495-2 and 495-3

No Speech will be produced using 497 speech roms with Rom 2 at IC 12

Firepower speech Roms are triggered by Sound Rom 3 software
Socket with no Rom is not used for Blackout

I’m assuming that would mean the speech board was replace at some point with one from a Firepower?

What’s my best chance at tracking down the correct ROMs? Does anyone burn them still or will I need to find some used ones?
