The fuse on bottom board is for all 24V circuits (all relays and solenoid coils). The one on the playfield is for DC coils (bumpers) rectifier. Which one is now blowing?
If activating the flipper causes change relay to operate, you probably have a 10 point switch behind some rubber adjusted too close, and vibration causes it to contact. Or did you mean you use the left flipper to "light up" the game (via lock relay) after power has been switched off?
Coin lockout coil at front door should be always energized, except when credits are at maximum.
Your multimeter, if it was set at current range, acted as a fuse when you connected it at the fuse terminals. Dont do that if fuse blows - you may damage the meter.
Check the game for any coils that have burnt paper wrapper. Also look in the backbox and check the score reel coils, especially the 10 point reels. A stuck switch on playfield may burn out the score reel coil.
