If it continues to reset the drop targets and activate the ball kicker, I would check to make sure that the outhole switch is opening properly when the ball isn't there, and same thing for the drop targets, look for a switch that should be opening when the drops are up but isn't. Beyond that, you'd have to look at a schematic to see what's controlling the features that aren't working right.

There are some Zaccaria schematics available on this page -- no Wood's Queen, unfortunately, but you might be able to find one that's close to your game in terms of year of manufacture and playfield features. With luck, the relevant wiring will be similar enough. Look closely at the circuits that control the outhole kicker and the drop reset coil(s). It seems like a switch (somewhere along those paths) isn't opening during the reset sequence -- could be in some kind of reset relay or bank. Without really digging into it in person, it'd be hard to know. Someone else might chime in with more complete guidance for you. Good luck!
