I'm not too familiar with pitch & bat machines, but the first thing I would do is take a look at the pitching mechanism.
First check for anything that looks burnt. Then, see if anything appears to be hampering mechanical movement.

The pitching motor seems not to be able to overcome a resistance. Lift the playfield and remove the pitching assembly to the bench.
This older game has a can motor gearbox that is a little light weight compared to motors in the next few years games. However I took my same game gearbox apart and was able to relube it and it Is working again. This is where to start the diagnosis,

Forgive the simplicity of this answer but I do not know the owners level of experience.
1. Make sure there are balls in the game
2. Make sure they are getting to the pitch mech and not hung up / jammed in the metal returns under the playfield
3. And the most likely - check to see if 2 or more balls are jammed in the actual pitch mech.
If all that is OK then he may need adjustment of the switches in the pitch relay or in the switch stacks that are on/in the pitch mech.
Take a methodical approach
Turns out that an errant bolt must have fallen down the ball return and eventually worked its way to the front of the ball chute - hence blocking the ball. Bolt removed and game works perfectly.
Super easy fix and my friend is jazzed.

Hey guys got the same game ,need to replace the game over coil ,its burnt and reading O.L.on meter, game keeps playing after third out. this coil is located in a bank of coils in a stepper unit any words of wisdom in replacing it .Hoping thats the problem, This is my first project and learning as i go.thanks.
To get true reading on coil you need to take it out of sequence which entails remove the wire on one of the lugs and check the reading. If reading still 0 then coil is bad and needs to be replaced.

Yes the buzzer is the signal to swap players. The lights on the back glass tell you also. Yes it is an awful sound, but you won’t mistake it.
There was a missing paper control cam information card there in the space indicated.
