Quoted from 80spit:

Looks more like a short. Desoldered the 2 right lugs , the high tap measured 60 volts no load an the tap to the left was at 52 volts so I have a dead short somewhere, have the playfield and head disconnected just can't seem to find the short anywhere

I don't know if you know this or not, but you should have an empty fuse holder either in the normal, or high tap clips. It's one or the other. Not both.

Damn Joe I didn't know that, bet that's my problem, thanks Buddy

Yup. Found out the hard way myself once. That's how you switch between the two. Good idea, but there should be an instruction label somewhere near the fuse holder.
