Why won't my CPU boot up? (TG:HS2)

I can't seem to get any life from my CPU at all... none of the LEDs come on... I get 4 LEDs on the PDB, but nothing on the CPU... the connectors are all connected...

I guess it means the power is just not getting there... but where do I start to look to find where the problem is? I guess a fuse might be out that sends power to the CPU, but I don't know which fuse to check!

See attached pic...

As you can see, the DMD has a load of random dots lit up on it...

Looks like I should have 5 'normally lit' LEDs lit, and I have 4... so at least one missing... a couple of others might 'should be lit' too...
