Why the hot glue on a Williams opto board?

    This is the drop target opto board from my Earthshaker. I was just wondering what the purpose was of the hot glue application over the three components, I originally thought maybe this was something done by a previous owner but after googling the part number, I see that others had the same glue blobs so I'm assuming it was like this from the factory. Any ideas what the purpose might have been?
