You measured the 5V against the unregulated12V by accident. 13.4V-5V =8.4V
Try it again with the meter on the 5V and the ground.
Your right, I did it wrong. Next time I'll be sure to use a light when I do something in a dark place. Thank you.
FYI: I measured the 6.3V "GI" at the pop bumpers with an oscope last weekend...
It's really DC... and varies between 4.32 and 5.76V. No 6.3V seen... and yes; that's 1.44V of variance.
So; it wouldn't be inconceivable that these rails wouldn't be in tolerance.
