Should be fairly straight forward. You can also change the dip switches if you like, but these can be overridden by game settings.

EDIT...If you want full German speech, you have to change the sounds ROMS also. https://www.ipdb.org/machine.cgi?id=3685

While I dont know for sure, I would assume that Bally/Williams would not have had different security chips for this.

It would change the dialog, but you would need to change the speech ROMS for all the voices to be in German.
