Why in the world would I have to turn the volume up to 18 before I can hear anything? I have checked all the connectors. I have checked the speaker connections as well. Also for some reason when I play, the sound goes in and out too. Any thoughts?

Thanks guys. I looked at the connectors and they looked fine. I did not check the subwoofer. I do have another sound board from another game. I will check these things. Thanks a lot..
Hey guys. Thank u all so much for all of the advise... I have reseated the rom chips. Cleaned them too. I have tried everything u guys are saying and it still goes in and out. I have done more digging and found this out. One of the chips controls the volume and regulats the sound and volume. I had a friend create me three new rom chips. I pick them up Monday. If this fixes the issue I will let u guys know and if u r having these issues with whitewater or other pins, I think I can help everyone. Talk to ya Monday..
Markmon I am not 100 percent sure. K's arcade told me it is one of those chips. Either chip 27c020 or chip 27c010. If it does not help the issue, I will look into logic chip.
Ok, u guys are right. I put in the new rom chips and it did not fix the issue. I am going to try what chrishibler said:
