The optos should be connected to the sides of the metal bracket with the orange & brown wires seen in your first pic above. Are they not there?

I think one of the ramps had optos in the prototypes, but were later removed. Most likely a bad opto.

I think that can happen pretty easily and make those two shots seem ok but incorrect.
Not being real specific here because I don't have a manual in front of me but worth a check.
This is very possible. Do as LTG suggested and make sure the optos are registering as what you would expect them to (wire colors & number)
