Can you describe what "light up perfectly" means? Do they light up at the same time, or in sequence?
How do these lamps act during the individual lamp test under tests in the menu?
Can you please provide a high-resolution photo of the wire connections and diodes of these lamps under the playfield?

As mentioned above, go into single lamp test mode, and make sure that when the computer is trying to turn on only this lamp, it actually turns on this lamp.
The usual cause of these lamps not illuminating all the time is actually cracked solder on the lamp board connectors, or poorly fitting bulbs in sockets.
