Wondering if there is a way to sync the rpm of the fan, to the rpm of the spinning disks. I think this would be better than the constant rpm the fan currently turns.

Possible? Yes.
You could hook a relay to the spinner motor. When it pulses, that closes the connection to turn the fan on so that the fan would pulse as well. But that may not give the fan time to spin up and really move much air.

Yeah, the fan has a way slower speed up/down compared to the spinners. I'm not sure it'd even be possible to drive it in a way to make it that responsive without using a new fan as well.
