If you briefly ground the middle lug, does it fire at full strength? Using the middle lug will by pass the EOS switch. If not, connect the volt meter to lug #3 and then ground lug #2, what does the voltmeter read when you apply the ground?

It only takes one strand of the wire to be connected to read 70 volts, but one strand will not flow enough current to move the flipper. If you have the voltmeter connected while you ground the coil, you will see if it drops to zero or it will fire the coil.
