While in switch test, lift the playfield and manually activate each switch with your finger. You will be able to move the switch more that when the ball rests on it. See if it registers when the switch arm is fully activated. If it does, you have a mechanical adjustment to make to the wire the ball rests on to activate the switch. Try bending it up so is sticks up above the playfield a little further.

If the switch does not activate when fully closed by hand, you either have a defective switch, a bad diode on that switch, bad (broken) wire to that switch or a board issue.

You can test the diode on the switch using the diode test function on your meter. You can test it in place as long as the switch is not closed.

To determine if it is a ball issue, check other switches in the same collumn or row to the switch that is not working. If other switches in the same collumn or row are working, you do not have a board issue.

Both the lock switches are in the same column of the switch matrix. Based on the fact that they both don't work, I would start by checking the wiring. Trace the Green/Orange wire for solid connection to these switches. Trace the wire as it leaves these switches (in both directions to the next switch in the string. Make sure all connections are solid. Give each wire a tug.
