There was obviously a problem here before.. Do you have 6V AC on each of the 4 upper pins wrt each lower pins on J6? One of the yellow wires has been replaced with Orange and 1 of the Yel/Wh wire has been replaced with Violet. I assume they are connected somewhere between there and the transformer before P3. I would follow them back. Are all of these connections good under the tape (Circled)?

According to the switch matrix that should be the first switch in the green / blue column.

You should start at the light board, sometimes the sockets lose good contact with the board. Bend the little tabs up and swap the sockets from the left side to the right and test. Reflow the solder at the header pins and where the lamp sockets make contact with the board, and re-pin or replace the connector. Then start working back to the source which is the sound overlay board J4.

Absolutely agree, got Taxi decals recently and they're terrible, I can make better ones with an ink jet printer and boxing tape.
