My PDF reader sucks so my searching of the manual isn't fruitful. I looked at the coil data in the manual and it doesn't list the sleeve sizes. I don't really want to pull all the sleeves from WOZ and POTC just to size them. Marco lists this sleeve for WOZ (https://www.marcospecialties.com/pinball-parts/03-7066) but I am wondering if that is for all the flippers? Same for POTC?

All modern slippers should be the same.

I measure about 2-1/4 x 1/2 on a WOZ coil... if that is the entire length that is measured. I ordered a few from Marco around that size, I figure I can cut if needed. I don't know if the small flipper uses the same length. Or if the coils in POTC use the same size, but 1/2 seems common and those are some of the longest Marco has.

Buy the long ones and cut to size needed.
I use a dremel with cutoff wheel. Easy.

That's what I figured... I have like 10 other sizes here and they are all too short. I don't think I realized until now that almost all coil sleeves are 1/2" so yeah, just get the longest ones.
