I've been under the impression that Williams' first black rubber game was ST:TNG. Then after that, evey game was only black.

Is that true? This is partly curiosity, but also I'm shopping out am AFM and it has some white rubber underneath the ramps. This was operator-installed, right? Did Williams ever mix rubber colors on a game?

It was an operator. The game is 21 years old so rubber has definitely been changed many times.
