Yes. Fewer ever year, but silver coins are still in circulation. People eventually pull them out of circulation and save them.

Yes they do.
Which makes coin collecting difficult. No way of knowing they key dates any more, because no way of knowing how many are left. What were once common dates, may be harder to find.

Does appear to be $200 in average condition. That is asking price, and his sounds a little less than average. But worth more than the $3 scrap value.
