My CF did that too.
I think that I had to um,,,, adjust the metal on where the drops sit so that they didn't lay at rest too far down.

Actually as my poor memory serves, I may have used a large HD zip tie to help keep the at rest position of the lower reset arm(the upper one was positioned fine on mine) a little more support to level out the top of the drops.

Targets should be perfectly flush with the playfield.
Oh, and don't set it to play floaty. Crank up the rear leg levelers.
