Yeah, I think that's fair. It could have just been a 10s clip of someone waving their hands with magic-y sounds and accomplished the same thing though.....
Don't get me wrong, I love a big brain dead bombastic action movie as much as the next guy. But this ain't it. This went for the Transformers school of "if things are loud enough and move fast enough, people will just be entertained enough that they won't think about the plot holes, etc" school of film-making. Except it instead plodded along with that Godzilla really needs to poop kinda waddling gait he has (yeah, I know, you can't get that visual out of your head now) for large portions and if your brain was even partially turned on it woke up to check your cellphone for a new work email (no, there wasn't, bummer....) and then you had time to think about the idiocy you've just been watching for the past 10 minutes since you last did that.
The VFX team did a great job though.
EDIT: Just looked up the VFX team and it makes sense. They did some of the work on The Martian, the "live action" Lion King and Jungle Books and, more impressively, the Rachel replicant in Blade Runner 2049. When I watched it, I thought they had actually just taken cut footage of the actual actress or something to make her look like she did in the original, not a completely CG character. WAY better than the CG Princess Leia and Moff Tarkin Disney utilized for the Star Wars movies.
