Do not know it's name but looks very similar to the Gottlieb roto units. Spinning likely indicates it needs to be reset to the zero position or start position someone will know and help you with it.
Looks like a continuous stepper, as there is only one coil that can be seen. Possibly controlling the lights on the playfield just to the left of the stepper (I'm not sure).
I think Darcy is right. It looks like the Spinner Unit:

You'd have to check the wire colors to be sure. It might also be the No. Match Unit just below it in the schematic.
The Spinner Unit controls the lights and awards for the circle at the center of the playfield. Video on YouTube indicates that it advances continuously on its own.
It looks like at some point someone may have replaced the original A-23-600 coil shown in the schematic for the G-23-750 coil in your game.
