My first game that has a shaker installed is Stern Harley Davidson. It wasn't working and I was, like "meh" don't really need it, but I got it running. I don't usually care much for shakers, but the effect of the revving engine sound and the shaker running at the same time - it feels like you are handling a motorcycle and not a pin. Otherwise, I can't really think of pins that don't have a shaker that should.
