What is this stuff on my playfield and plastics?

I picked up a NGG a month ago and while shopping it out I notice this stuff on the playfield. I don't know if it is clear or epoxy or what but it doesn't come off.

You can see some on a sling plastic and I can see smears of this stuff on other plastics and other parts of the playfield as well.

It's not noticeable from a distance but I'm getting close to this stuff and I'm saying to myself WTF?

Any ideas?

Might be some really bad brush-on clearcoat?

Almost looks like someone tries to fill scratches with clear nail polish.
