What is this part? Looks like mystery wheel/Diner clock

    Anybody know what this part is? It's an NOS part I found while cleaning up. Definitely looks like the mystery wheel from Cyclone, or the clock in Diner or the roulette wheel from Riverboat Gambler, but two differences are...

    1) There are 2 holes through the face which I've never seen
    2) There is no tapped hole for the set screw which secures the wheel collar to the motor shaft
