What is the best paint to paint for painting a cabinet

I am going to attempt to do my first full re-decal, I am going to sand it down and prime and paint it, what would you say is the best type of paint to use since I am going to put cabinet decals over it when I am done.. what paint of paint should I put over the primer for best results, also does color really matter since decals are going over all of it? I am thinking black since the inside of the cabinet is black.

Can you use say latex paint?
