A lot of people like to glue toys to their games, or add garish color LEDs, or wild powder coat finishes to rails, legs and lockbars. Tastes vary.

I think some people like toppers because they're visually interesting and fun to look at. This hobby is already silly enough in a lot of ways that adding a topper to your game isn't that big of a deal.

I love me a good topper - especially if it has some mechanical component. It adds to my enjoyment of the game and sense of wonder that I have an arcade in my house. I'd never glue a bunch of action figures inside my game, though. YMMV and differing minds can disagree.
