I paid low 5's for a nicely routed one. Mostly stock aside from cliffys. I know of one in the last year that was high 3's straight off route. Otherwise they just don't go that low unless the person doesn't know what they have.
That being said my cabinet is in better shape and it didn't need a shop job. Yours needs a full tear down looking at how dirty the ramp is. It also needs some extended side rails. I am gonna say low to mid 4's.

You are saying they will be lucky to get 3500 and yet people are saying they would buy it for 4k or more. Frankly I would do a straight trade for my potc for this. Why? Because I could shop it and then sell/trade it for 5k very easily.
Pricing on Sterns is a bit strange. SM, TRON, and LOTR pull 5k+ for decent examples. They don't have to be HUO just in decent shape.
A couple years ago LOTR and TSPP pulled low 3's. People seemed to be split over which they like more, yet today TSPP is a low 4k game.
