I did this recently on a rough EM cabinet with really bad flaking paint. I couldn't touch it without it falling off. The outside was filthy and cleaning it up without loosing a lot more paint took some time, I did vacuum off the really loose stuff though.

I used about 3 cans of this oil based clear spray paint for the cabinet. It left a texture after spraying but did a nice job of stopping most of the flaking. Now I can run my hand along the cabinet with a rag and not have any paint come off with it which is what I was hoping for. Should make it easier to clean in the future. Will see how it holds up over time.
