Quoted from Pimp77:

Did you get pics before purchasing?

This was my question.
Photos shown are basically the PF, not the entire game. Something to be noted in future sales. If you don't ask, things can be overlooked.

Overall condition would seem apparent.

I believe a partial refund is in order for time of repair on the PDB only.

Soldered GI header pins is not acceptable, unless directly disclosed in the sale. Brokers don't really care, dealers generally do. The tough part can how to tell the difference, if you have worked with them in the past.

OP - Don't dispair anything can be fixed.

Quoted from Msch:

Retailers fully shop their games and make sure everything is flawless, and that's the premium you pay.

Not sure about that one...retailers are as colorful as rainbows...
You might pay a common premium, but not all games at the same retail cost are created equal, even in the same country and regional markets.
Rarely good retailers use the term, "flawless", as this is extremely time consuming and difficult deserving of high end restorations exclusively.
There are multiple types of sellers in the market: private owners, collectors, dealers, brokers, restorers, high end specialists, parts suppliers, importers, and distributors.
Some are multiple combinations simultaneously.
The ones that survive in this industry ALWAYS are more than one thing, especially now.

Hopefully, this thread is useful to future new collectors, which should be a baseline for knowledge.
There are some good nuggets of wisdom proposed again here.
I cannot speak for the owner of this company, his focus, or priorities, as I have no personal experience with sales from this gentleman.
