Interesting. Can't be for a ticket dispenser - those are usually mounted on the bottom, as a larger hole is needed for the wires.

PS - I had a pristine Shadow cabinet with similar hole pattern. I never could figure out the mystery but am leaning towards license theory. Drink holder / ashtray hypothesis doesn't seem realistic.
I had something similar on the sides of my shadow. They don't go in very far. Never could figure out what they were.
I've had a couple pins that had a similar hole size/patern.
They were both re-imports. Both machines had vendor license plates attached to them w/ really small wood screws.
If it were only 2 holes, I'd say it was for an ash tray, but the holes would be much larger due the larger screws used to attach it.
That's a for some licensing plate (as others have said). And it's not limited to reimports. My Cyclone had it (and it was US only, from the looks of it...). Looks identical. On Mine the frame/plate was still attached. I got rid of it....
