Correct -- 3.3K, 5W, 5% axial, cement. Often referred to as 'type SQP'.
Pretty rare for a cement resistor of that resistance to be a wirewound, though.
Usually the highest wirewound cement resistor is around 470 ohms, often less depending on wattage and manufacturer.
At 3.3K - you're most probably looking for a metal oxide or metal film, either of which would work fine.
