Do you only do water themed pinball machines? 
Seriously though both a great options. Do you plan on keeping this long term and do you like fixing games up? Sounds like the WH20 could be fixed up a bit, but that could add some value if you ever decide to sell. POTC sounds pretty plug and play.
EDIT: Sorry forgot to say my vote would be POTC but I don't have more than 25 games on either machine.
