Weird intermittent flipper button action on CONGO - help!

I have a (to me) strange thing going on with the right flipper button:
It actuates the flipper 100% of the time
It actuates the gorilla correctly 100% of time in Gorilla test mode
It is intermittent on video modes (like mine shaft), requiring multiple presses.
It is intermittent on the gorilla during gameplay (if the gorilla is in neutral position it rarely works, but if I press the left button to cock the gorilla hand back, then it always words)
Left flipper is normal.

I replaced both coils on the gorilla, and while the gorilla works much more sharply, the intermittent behavior did not change.
I have the WPC95 version of the game, with the green cabinet.
Any ideas? Why would the gorilla work perfectly in test mode, but not in game play?

Bad or dirty optos, a white or weak diverter, diverter spring missing on the right flipper opto board would be my first suspect.

Thanks Bobukcat! Swapped the optos, problem moved to the left. Cleaned the opto out and it is working as it should!
