Is it a handle, to aid in lifting the playfield just enough to get a hand under it?

Is there a way to push a piano wire in under the lockdown bar, in the corners of the cabinet? Those bars could have had power to them, hoping to shock a potential cheater? Just a guess.

The bar on the left blocks the instructions, so it must of been important enough to install them. Just odd.
