Quoted from cooked71:

What would cause that?

Hold coil not operable. Power coil pulls flipper up, hits EOS. Power cut from power coil, flipper starts to drop. EOS is releases, which powers the power coil again, re-lifting flipper. Repeats several times, giving a 'machine gun' type sound as it batters away.

So the low power coil is not strong enough to hold the flipper up?

Yeah. Or spring too strong. Or hold coil wire/power bad.
