Only if it was just waxed before. Diamondplate isn't wax - it's just hard. So put mylar down on bare diamondplate, then it'll stuick good.

Others can comment on why, but no - the Diamondplate is laid on TOP of the artwork and other layers, so it's not the strength of the Diamondplate's adherence to the inserts, but the paint and layers under it. AFAIK, there was a clear-ink layer put down over everything (including the clear, unprinted inserts) before the top clearcoat (Diamondplate) layer was added.
