WCS ROM Upgrade issue

I own a WCS that has L-1 ROM. I bought L-2 and installed it. The machine wouldn't boot. I double checked everything and still nothing.

I removed the L-2 ROM and replaced the original L-1 and it still won't boot! I've checked everything over and over but don't see anything. All I did was swap the chip - nothing else.

With the L-1 chip installed I power on and hear the bing, then nothing for about 15 - 20 seconds then another bing, another 15-20 and bing.

Can anyone tell me what's going on?

Did you install the new ROM with the notch on the end of the chip pointed in the correct direction?

Are you sure?

Did you remove the board to change the chip, or did you do it with the board installed in the machine? If you removed the board, are you sure all the connectors are in the right places and plugged in?

Are all the legs of the chip in the socket properly? None rolled under the chip, or hanging outside the socket?

What do the 3 LEDs on the board do when the board tries to boot?

Thanks Johnwartjr. I did check all the pins and the notch is correct. I didn't remove the board - just used a precision screwdriver to remove the old chip.

The top LED is on solid. The 2nd LED if off. the 3rd LED is blinking...

Is that good?
