There is no such thing as an NCIC warrant. NCIC stands for National Crime Information Center. Any jurisdictional warrant can be entered into their database...federal, local, etc. They maintain a database for law enforcement to go check criminal history and if there are any outstanding warrants. I think you were referring to an international warrant, and no jurisdiction would extradite for something as frivolous as a box of missing playfields. Nor would the FBI or US Attorney look at anything international that wasnt into the tens of millions of dollars in damages. They wont look at anything local under a million.
The sad truth is, there would be no real legal remedy. This is the risk we take doing business outside of the country. The only effective course of action is open forum.
